There's a fine line between urgengy and desperation... You should at least ATTEMPT to see if she was looking in your general direction... That's under ideal circumstances...

But if in a situation where you just have to go for it... I always like to use the smooth yet casual line "Excuse me miss... Do you have the time?" .. then based on her response you can proceed...

Oh make sure you're not wearing a watch...
